OverviewThis book analyzes the social protection of teachers in Africa from three angles: legal, social and institutional. Faced with the massive increase in school enrolment that has resulted from independence and international commitments (MDGs, ODDs), African states have massively recruited contract or part-time teachers, whose precariousness today constitutes a major structural problem. The author shows that, despite official rhetoric, social policies dedicated to teachers remain deficient: fragile pension systems, insufficient health coverage, inadequate remuneration and deficits in institutional governance. This silent crisis generates strikes, demotivation and a skills drain. In response, the book proposes the PROSENA framework law, an integrated coordination instrument designed to harmonize teachers' rights on an African scale, based on comparative case studies (Senegal, Ghana, Rwanda, DRC, Gabon...) and ILO/UNESCO conventions.
