He has published extensively on the economies of Malaysia and other ASEAN countries and economic development issues generally, and more recently on education, especially quality assurance, in developing economies. He helped to set up the Technological and Higher Education Institute of the Vocational Training Council (VTC) of Hong Kong to offer degree programmes in vocational and professional education and training and became its founding president/vice-chancellor.
