Table of ContentsReviewsAuthor InformationWinston Dookeran is a former cabinet minister in the government of Trinidad and Tobago serving in the posts of Minister of Finance as well as Planning and latterly as Minister of Foreign Affairs from 2010 to 2015. His public service career also includes a stint as Governor of the Central Bank of Trinidad and Tobago. Mr. Dookeran was a Visiting Scholar at the Centre for International Affairs at Harvard University, and a Visiting Scholar at the World Institute for Development Economics Research of the United Nations University. He served as the Senior Economist at the United Nations Economic Commission for Latin America and the Caribbean and as a lecturer at the University of the West Indies Department of Economics. Mr. Dookeran's recent books are focused on Caribbean issues, and include Power, Politics and Performance: A Partnership Approach for the Development and Leadership and Governance in Small States: Getting Development Right. He is a graduate of the London School of Economics and Political Science and the recipient of an honorary doctorate from the University of Manitoba Dr. Carlos Elias has more than 20 years experience working in international development, mostly in the Caribbean. He provides consulting services to several multilateral institutions and previously worked on staff at the World Bank and the Inter-American Development Bank. Dr. Elias specializes in economic development with an emphasis on the selection of investment priorities at the national and sub-national levels, which requires expertise in macroeconomic analysis, analysis of private sector issues, and experience in evaluation of programs and projects using cost benefit analysis and other methodologies.
