Fourteen people have died in Painted Rock, Arizona from some kind of hemorrhagic fever with a morality rate of 100%. Marines have quarantined the town and the Army Infectious Disease Corp is there to find a cure and whether or not this is naturally occurring virus or a manmade bio weapon, All the President and the military need is for someone to be in charge, someone that can make the difficult decisions that must be made . President Thomas and General Hyde, the Chairman of the Joint Chief contact their first and only choice, Deputy Pittsburgh Fire Chief Linda Kertchbaum and her team. Linda will be in command of all the troops in Painted Rock, because her and her team can see what others can't, and she has the ability to make the toughest decision others can't make. She and her team must decide two things, is this a manmade bio weapon or a just another hemorrhagic fever. Either way, could this become a pandemic that could kill all of mankind if it gets out of Painted Rock. Her other decision is whether or not she must destroy town of fifteen thousand Americans killing all of its inhabitants in order to save seven or eight billion worldwide. Jf this is a bio weapon she knows she will have to find who created it, why they created it and launched it against the people of Painted Rock, and how to prevent that before a madman kills billions worldwide. Along the way, she will discover that the end always justifies the means, and the means justify the end.
