OverviewIn academic studies on industrial policy, we often encounter retrospective analyses of actions and results from specific periods, analyzing the successes and failures of actions and measures effectively implemented by governments. In this regard, the present work completely breaks with the norm and offers the reader the opportunity to understand the debates and intentions of public policy makers at the time of their formulation, which constitutes a unique historical record for those who wish to research the views and intentions of the period of formulation of the Industrial, Technological, and Foreign Trade Policy that was in force in Brazil between 2004 and 2008.
