SAIGON, South Vietnam, Nov. 16-In the largest South Vietnamese military hospital, which is considered the best, there are 1,800 beds for nearly 4,000 patients, so some men must sleep on verandas and others on the floor. The continuing casualties among South Vietnamese troops are the reason for the overcrowding at Cong Hoa Hospital, which is in a Saigon suburb.
