Overview

The lessening of federal government involvement since the Reagan administration has shifted the public policy focus, placing greater responsibility for economic development on local governments. NORMAN WALZER is Professor of Economics and Director of the Illinois Institute of Rural Affairs at Western Illinois University. He is the co-editor of six books, including Financing Economic Development in the 1980s (with David Chicoine) and Financing Rural Health Care (with Lavonne Straub), both published by Praeger.
