Overview
Wer im römischen Reich einen Verein gründen wollte, hatte auf den ersten Blick keinen leichten Stand. Wiederholt erließen Senat und Kaiser Gesetze, die alle Vereine pauschal verboten; mit Beginn des Prinzipats entstand zudem ein System, das die offizielle Genehmigung von Vereinen an ihre Nützlichkeit für das Gemeinwohl band. Und doch entstanden auf dem Territorium des römischen Reiches in den drei Jahrhunderten zwischen Augustus und Diokletian (27 v. Chr. – 284 n. Chr.) so viele Vereine wie danach wohl erst wieder am Beginn der Moderne. Dieser vermeintliche Widerspruch wirft grundlegende Fragen auf: nach dem Verhältnis zwischen Herrschaftsanspruch und Herrschaftswirklichkeit im römischen Reich, nach der Bindekraft rechtlicher Normen, vor allem aber nach dem Verhältnis lokaler Akteure zu römischen Vorstellungen von Organisation und Gesellschaft. Die vorliegende Studie zieht Material aus allen Teilen des Reiches heran, um die Stellung des Vereinswesens innerhalb der römisch-imperialen Ordnung umfassend zu klären.
