INGO K. RICHTER is Emeritus Professor of Law at Eberhard Karls University of Tnbingen, Germany. He was previously Director of the German Youth Institute, Munich, Germany. His most recent publication is Die sieben Todsnnden der Bildungspolitik (The Seven Deadly Sins of Educational Policy). SABINE BERKING is a Researcher at the Irmgard Coninx Foundation, Germany. She teaches Cultural Studies at the Institute for the International Education of Students (IES) Berlin, Germany, and is a regular contributor to the German newspaper Frankfurter Allgemeine Zeitung.
