Fischel studied art history in Königsberg and Georg Dehio in Strasbourg, where he published a dissertation on Raphael's drawings in 1896. In 1900/01 he edited the Kupferstichsammlung of the Wallraf-Richartz-Museum in Cologne, later the collections of the Lipperheideschen costume library in Berlin.
