Fernando Ortiz-Rodriguez is a Full Professor and Head of the Artificial Intelligence and Innovation Lab at Tamaulipas Autonomous University. He was the Executive Director at the International Institute of Studies (IIES). He created the First Business School in Tamaulipas, Mexico. He worked as the Information Technology Manager at Emerson Electric, where he developed more than 40 pieces of software, some of them used globally in Emerson, and he achieved technology convergence by implementing the first efforts on IoT and Industry 4.0. Fernando is a member of National Systems Researchers (SNI) Level 1 of the National Council of Science and Technology (CONACYT) and INDEX IT Advisor Dr. Shishir Kumar Shandilya, DSc, PhD, is an Associate Professor in the School of Data Science and Forecasting at Devi Ahilya University in India. He is also a Visiting Professor at Liverpool Hope University-United Kingdom and Autonomous University of Tamaulipas-Mexico. He is a Chevening Cyber Security Fellow, a prestigious recognition awarded by the UK Government’s Foreign, Commonwealth and Development Office (FCDO) for leadership and excellence in Cyber Security. He is a Cambridge University-certified Professional Teacher and Trainer, a TEDx speaker, an ACM Distinguished Speaker, and a senior member of IEEE. Dr. Shandilya is a NASSCOM-certified Master Trainer for SOC Analysts. He has received the IDA Teaching Excellence Award by the Indian Didactics Association in Bangalore, and the Young Scientist Award. He is a highly regarded author with published research works in reputed academic publishers. His research interest includes Adaptive Defense, XAI, and Nature-inspired Cyber Security. Cynthia Vargas Orozco Coordinator of the Degree in Criminology of the Reynosa Aztlán Multidisciplinary Academic Unit of the Autonomous University of Tamaulipas, Member of the Academic Body of Criminology UAT-CA-62, Member of the National System of Researchers Level I, Prodep Profile. Member of the Mexican Society of Criminology (SOMECRIM) and a member of the Mexican Network of Studies in Green Criminology (REMECRIVE). It develops scientific research, dissemination, dissemination, and teaching in Criminology, Social Problems, and Crime research. Jersain Llamas Covarrubias Lawyer and Master in Constitutional and Administrative Law from the University of Guadalajara. PhD student in Data Science at INFOTEC, Center for Research and Innovation in Information and Communication Technologies. Professor at the University of Guadalajara, consultant and lawyer specialized in Law and New Information and Communication Technologies (ICT), specifically in Digital Rights, Cybercrimes, Protection of Personal Data, Intellectual Property, Technological Contracts, Artificial Intelligence and Governance with Blockchain .
