OverviewThe Appropriations Subcommittee on Energy and Water Development's allocation totals $37,537,000,000 of net budget authority for fiscal year 2017, including adjustments, which represents an increase of $355,010,000 over fiscal year 2016. Within the amount recommended, $20,023,000,000 is classified as defense (050) spending and $17,514,000,000 is classified as non-defense (non-050) spending. The Committee's constitutional responsibility to oversee the Federal Government's expenditure of taxpayer dollars requires setting priorities and ensuring these funds are executed as Congress has directed. To develop this recommendation, the Committee held four budget hearings in February and March 2016 to examine the budget requests for the Corps of Engineers, Bureau of Reclamation, Department of Energy, National Nuclear Security Administration, and the Nuclear Regulatory Commission. The hearings provided officials from the agencies with an opportunity to present the administration's most pressing priorities to the Committee. The Committee also invited and received recommendations from Senators. The Committee's recommendation reflects that process, and includes funding for the highest priority activities across the agencies funded in the bill. The recommendation includes funds for critical water infrastructure, including our Nation's inland waterways, ports, and harbors; agricultural water supply and drought relief in the West; groundbreaking scientific research and development, including world-class supercomputing; support for the Nation's nuclear weapons, non-proliferation, and nuclear Navy programs; and critical economic development. The Committee did not recommend funding for low-priority programs, and rescinded unused funds from prior years.
