His research focuses on productivity issues, including scale and agglomeration economies, resource allocation, and performance-based budgeting and funding. Formerly, he served as a senior administrator of the Swiss Federal Institute of Technology (ETH) in Zurich, as a development economist (working mainly in developing countries), and as an academic in the fields of planning and environmental sciences at the University of Virginia.
