Toshi Yoshihara is associate professor of strategy at the Naval War College. He holds a Ph.D. from the Fletcher School of Law and Diplomacy, Tufts University. James R. Holmes is an associate professor of strategy at the Naval War College. He holds a Ph.D. from the Fletcher School of Law and Diplomacy, Tufts University.
