OverviewWho are the rural poor? Where do they live? What challenges does poverty pose in thier respective localities? Answers to these questions are the basis for an effective rural development strategy. The rural poor include the landless, individuals and households with few assets, smallholders, pastoralists, rural women; and ethnic minorities and indigenous populations. Thus, the rural poor are not a homogenous group. Understanding the needs of such different groups is central to the success of the World Bank's new strategy.
