Author Information

Dr. Smith is a long-time member of the international Project Management Institute (PMI) and IPMA-USA; a practitioner, researcher-evaluator, manager, advisor, consultant and instructor/facilitator in project management. Initially a management intern, analyst & systems specialist with the US Department of Defense, he later worked as a Senior Foreign Service Officer with the US Agency for International Development (USAID). He gained world-wide experience -- at both HQ and field levels -- as a management systems advisor, evaluator, and project, program & portfolio manager of various sector projects, as well as an in-house trainer/facilitator in project management. Subsequently -- after retirement from USAID -- he continued involvement with the international development community (i.e. USAID, the World Bank Group, African Development Bank, the UN, and the Asian Development Bank as an itinerant project management consultant. Dr. Smith is also a USAF Reserve Colonel -- now retired. During his career he also applied several of the tools & techniques described herein to on-going military operations, programs and processes. He now conducts workshop-seminars in various aspects of project management, monitorin and evaluation for PMI, as well as other government, academic, and private sector operations. This PRAXIS is a compendium of 'Best Practices' for planning, monitoring, managing & evaluating projects, programs; and (to a lesser extent) portfolios -- as his legacy to facilitate understanding, and enhance their application by others beyond his immediate reach. Pragmatic tried & true innovations to classic techniques -- gleaned and honed during a lifetime of on-the-job experience -- are outlined on these pages, and ready for your use.
