He specializes in the analysis of international agricultural productivity, the economics of technical change, and research policy. In 1997-1998 he served as senior economist on the White House Council of Economic Advisors. From 1998 to 2006 he was with the International Potato Center (CIP) based in Indonesia, where he was regional director for CIP in Asia and headed CIP's social science research program. In 1990-91, Keith was a Rockefeller Foundation Research Fellow in Tunisia. He received an MS and PhD in Agricultural and Applied Economics from the University of Minnesota and a BA from Concordia College, Moorhead, Minnesota.
