The law also establishes a new executive branch office, the Office of the United States Intellectual Property Enforcement Representative (USIPER).The PRO-IP Act permits the Department of Justice to conduct civil suits on behalf of copyright holders. This provision was initially removed from the bill, but then was approved unanimously in the Senate. Not all Senators were present for this vote.
