Brilliant is Professor of Social Work at Rutgers University where she teaches courses on social policy, management, organization theory, and women's issues. She is on the Graduate Faculty of Rutgers University and is a member of the Women's Studies Faculty. Brilliant has been on the Scholar's Advisory Council of the Indiana University Center on Philanthropy, was national Treasurer for the National Association of Social Workers, and is currently Vice President for Administration/Secretary of the Association for Research on Nonprofit Organizations and Voluntary Action. Among her major publications are The United Way: Dilemmas of Organized Charity (1990), and The Urban Development Corporation: Private Interests and Public Authority (1975) which dealt with Nelson Rockefeller's interests in planning and housing development.
