Overview

For a mariner, the ‘porthole’ of a ship is the view, not only to the port, but also to the wider world. The title of the book implies that a yearning in any person to have a closer look at geopolitical, strategic and maritime issues and developments leads to a more ‘encompassing’ perspective, and thus a better understanding and assimilation of realities concerning international affairs. The nautical chart in the porthole represents the prevailing geopolitical (including geo-economic) issues in the predominantly maritime-configured ‘indo-Pacific’ region, shaped by the strategic imperatives of the stakeholders in the region. The fragmented background represents the complexities of international relations and the existing voids in ‘still-evolving’ international law. Author Information

Captain Gurpreet S. Khurana is a serving Indian Navy officer with 27 years of commissioned service, and a PhD in Defence Studies. A Missile specialist and ship's diver, he has participated in all major naval operations since IPKF operations (1987-90) and has held the command of two warships, including the commissioning command of a Fast Attack Craft at the Andaman and Nicobar Command (2002). During his research Fellowship at the IDSA (2003-8), he authored the book titled Maritime Forces in Pursuit of National Security (2008). He was commended by the Chief of Naval Staff for reviewing and editing the Indian Maritime Doctrine, 2009 (INBR-8). He also compiled the Navy's Handbook on the Law of Maritime Operations, 2013 (INBR-1652). He represents India at the Search and Rescue (SAR) Working Group of the Council for Security Cooperation in the Asia-Pacific (CSCAP). He is currently the Executive Director at National Maritime Foundation, New Delhi.
