She did her BA and MA studies in English Language and Literature at Eastern Mediterranean University, North Cyprus. She completed her PhD in Educational Administration and Planning at Middle East Technical University, Turkey. She did one year academic research as an Honorary Fellow, at the University of Wisconsin-Madison, US between the years 2003-2004. Her research interests are gender issues in higher education, educational administration and educational sociology. Fahriye Altınay is a Director of Graduate School of Educational Sciences at Near East University. Her research interest is educational management and technology. She is active on research projects on disability and technology for societal development. She is vice chair of societal research and development center.
