Georgina Pinkerton, the crime boss behind the vicious and corrupt Captains of Industry, has reason to hate the costumed heroes known as Phenomenons. That hatred has spawned a slew of hideous experiments, each designed to produce a Phenomenon-killer-though none of them have done what Pinkerton hoped they would. At the same time, Pinkerton has attacked the Phenomenons' power sets, making it more difficult for them to fight back. The speedster Torque's extraordinary abilities have become erratic.
