Harter has a Bachelor of Arts degree in Biblical Studies from Lee College (Lee University) with a minor in Greek. He has a Master of Divinity degree in New Testament Studies with a minor in Theology and Hebrew. He has a Doctor of Ministries degree and did his dissertation entitled, A Study of the Circumstances and Problems of Displaced Ministers in the Context of the Pentecostal Church. In 2014, Dr. Harter published a book entitled, The Prophecy that related to the 1944 Jimmy Swaggart Prophecy regarding the coming judgment of God upon America. He was an Instructor for Lee College Extension Classes held in Columbus, Ohio. He pastored the Rose Hill Road Church of God in Reynoldsburg, Ohio for ten years and during his pastorship, he constructed new church facilities, including an octagon sanctuary with a five-side balcony that could accommodate 750 people. He set a record attendance of 674. He was named in Who's Who in Religion in 1977, and Outstanding Young Men in America in 1980. He has started four Christian Childcare Centers, as well as a Christian Assistant Living Home. He served as President of Miracle Valley Bible College & Seminary. He was a Professor at Jimmy Swaggart Bible College & Seminary, later renamed World Evangelism Bible College & Seminary in Baton Rouge, LA. He received his Ordination into the ministry in 1978. He received a special Proclamation from Dana (Buck) Rinehart, Mayor of the City of Columbus, Ohio in 1984. He received a Special Declaration from the State of Ohio - House of Representatives in 1984. He received the Bishop's Award from the International Pentecostal Holiness Church in Oklahoma City, OK in 1993. He attended Trinity Lutheran Seminary in Bexley, Ohio; Methodist Theological Seminary of Central Ohio in Delaware, Ohio; and Pontifical College Josephinum in Worthington, Ohio. He attended the Institute of Holy Land Studies in Jerusalem, Israel. In 1999, our ministry purchased the old A. A. Allen Ministry and Bible College Campus. In 2006, we raised more than $650,000 in our Annual Fund Raising Program for the Miracle Valley Bible College & Seminary. Our Bible College conducted Extensions into Naco, Sonora Mexico to accommodate students from Mexico and Central America who were unable to come into the USA. We sent school representatives into north central Mexico where additional bible classes were conducted. Dr. Melvin Harter has been married since 1969 and they had five children, four alive today.
