Overview

Population ageing and slower economic growth have raised serious questions about the willingness and ability of governments to maintain current social policies. Within this new reality, discussions on the future of public pensions have been predominant in political debates across Europe. Presenting an innovative contribution to the literature on the politics of pension reform, this volume provides a neo-institutionalist analysis of pension reforms of four European countries. The theoretical framework utilized is inspired by recent work in institutional theory and claims that the nature of the relationship between state actors and social partners is the most important factor, followed by the number of political parties required to obtain a legislative majority in the explanation of whether a pension reform is parametric or programmatic. Those responsible for administering and managing public pensions determine the importance of policy actors within the reform process.; Presenting a wealth of new empirical material in a coherent comparative framework, Patrik Marier provides a detailed analysis of pension reform in Belgium, France, Sweden and the United Kingdom and in the conclusion extends the applicability of the model to other industrialized countries. Pension Reform will be of interest to students and scholars of public policy, specifically social policy, political economy, the welfare state and comparative politics.
