Social tensions between majority and minority populations often center on claims that minorities are largely responsible for crime and disorder. Sandra M. Bucerius is Associate Professor of sociology at the University of Alberta. Michael Tonry is the McKnight Presidential Professor of Criminal Law and Policy, Director of the Institute on Crime and Public Policy at the University of Minnesota, and a Scientific Member of Germany's Max Planck Society. He is also Senior Fellow at the Netherlands Institute for the Study of Crime and Law Enforcement in Amsterdam.
