"Onofre Poonin (Efren) was born in the City of Seven Lakes, Philippines to Filipino parents, grew up in Manila and Laguna, and returned to Quezon province to settle down in 1974. For fourteen years he worked with the U.S. Embassy as Consular Investigator of the Anti-Fraud Unit and became recipient of two Meritorious Honor Awards, one Special Achievement Award, one Adopted Suggestion Award and a Longevity Award for ten years of service. After his work with the U.S Embassy, he became a Security Director/Investigator of a few security agencies in the Philippines. He is a Criminology and Law Enforcement graduate from the Manuel S. Enverga University, and a Private Investigator alumnus of Penn Foster School, Pennsylvania. He is also a co-founder of Rescue 117, a duly registered and award-recipient civic organization in the Philippines. He has achieved the title of Ezine Articles Expert Author and is a member of good standing with EzineArticles.com. He has contributed a lot of articles in different websites and he is now publishing his latest novel ""Black Cat Over the Cliff - A Warning Sign"", which describes the exploits and sacrifices of a Consular Investigator."
