Author Information

Ted Carter (1938-2025) served for thirty years in the U.S. Foreign Service with the Agency for International Development during the height of the Cold War. A graduate of the University of Rhode Island, Boston University School of Law, and Southern Methodist University, he worked as a Regional Legal Advisor in more than fifty countries across Asia, Africa, the Middle East, and the Caribbean. His career coincided with some of the most dynamic decades in modern diplomatic history. He and his wife, Ginny, made their home in Reston, Virginia.
