A former director of the International Ocean Institute, he is a Professor of Law at Dalhousie Law School and an Associate of the Marine & Environmental Law Institute. Dr. Chircop has published widely on ocean and coastal law, policy, and management. Mr. Scott Coffen-Smout is an oceans management practitioner with the Government of Canada (Fisheries and Oceans) in Halifax, Nova Scotia, and an associate of the Marine & Environmental Law Institute, with a background in oceans policy research, marine affairs, fisheries development, environmental assessment, and shellfish aquaculture development, management, and research. Dr. Moira L. McConnell is a Professor of Law and Director of the Marine & Environmental Law Institute (2004-2007) at Dalhousie Law School, Canada.
