Overview
The publication reviews and compares the current practices of 29 UNECE member countries in measuring and compiling statistics on hidden and informal activities (the non-observed economy) for national accounts systems. These include underground production (the 'black economy' or activities which are legal but concealed from public authorities in order to avoid complying with official procedures such as tax avoidance or meeting statutory regulatory standards), informal activities (those undertaken by households for their own informal use) and illegal activities (such as prostitution, drugs trade, sale of stolen goods and smuggling). The material was collected through a UNECE survey undertaken during September 2001 to June 2002.
