He earned his Ph.D. in Politics and Public Administration from Pamukkale University in December 2016. He also holds a Master of Public Administration (MPA) from the University of York, UK, completed in 2011, and a bachelor's degree in International Relations from Ege University, Turkey. Currently serving as the Vice Dean of the Faculty of Economics and Administrative Sciences and the Director of the Social, Economic, and Political Research and Application Center at Pamukkale University, Dr. Kulaç has a significant role in the university's administrative and international relations efforts. His academic contributions are marked by postdoctoral research at prestigious institutions such as the University of Southern California and Pardubice University. Dr. Kulaç has made substantial contributions to public policy, higher education policy, and public administration education through numerous peer-reviewed publications and conference presentations.
