OverviewNavy Warfare Publication NWP 4-04 Naval Civil Engineering Operations December 2007 This publication addresses the basic doctrine of U.S. naval civil engineer forces integration in joint operations. It describes the capabilities and limitations of naval civil engineering forces and provides methodologies for the integrated employment of naval civil engineering forces supporting joint warfighting environments across the range of military operations (ROMO) such as major operations, stability operations, and limited contingency operations. It supports integration of naval civil engineers into combatant commands across the full spectrum of engineering functions. This document describes naval civil engineering forces organizations, capabilities, operational and tactical-level concepts, and logistics requirements to assist combatant, functional, and service component commanders and their staffs with naval civil engineering forces integration. This publication makes limited reference to the naval amphibious construction battalions (PHIBCBs) since they are considered part of the naval construction force (NCF). However, discussion of the PHIBCB's support of amphibious operations is beyond the scope of this publication. This publication will only briefly discuss their mission, organization, and engineering capabilities with respect to general engineering tasks. Additionally, while this publication makes general reference to the Marine air-ground task force (MAGTF), the tactics, techniques, and procedures (TTP) regarding integration and planning are beyond the scope of this publication. Refer to NTTP 4-04.1M/Marine Corps Warfighting Publication (MCWP) 4-11.5, Seabee Operations in the MAGTF, for detailed information. Lastly, this publication does not address peacetime operations of naval civil engineer organizations.
