OverviewThe National Information Exchange Model (NIEM) is an XML-based standard for information exchange. The NIEM is a United States (US) government-sponsored initiative to facilitate information sharing within government organizations and their business partners. The NIEM can help organizations meet the requirements of HSPD-5, Homeland Security Presidential Directive 5: Management of Domestic Incidents [5], and associated Executive Orders. HSPD-5 directs the Department of Defense (DoD) to establish appropriate relationships and mechanisms for cooperation and coordination with other departments and agencies responsible for protecting national security.The DoD Electronic Biometric Transmission Specification (EBTS) Information Exchange Package (IEP) is a collection of XML schemas, XML instance documents, and other information artifacts that document the rules governing the exchange of biometric information with the United States DoD. This Information Exchange Package Documentation (IEPD) is based on the DoD EBTS 3.0 standard [4].
