Overview

This is the second volume in the Military Installation Excellence series: Project Reporting (The first volume is Project Management). This is a story about the fab four of Military Project Reporting. Charlene Price, Richard Martin, Rufus T. Johnson, and Angela Adams - all hand-picked to support a boss from their previous life - the installation commander, the boss. Each one - ahead of their time, junior in military rank, advanced in brainpower. In a word - resourceful. They were thrown together, Jack Welch-style - to take limited information, limited resources, and rally support - to create the next big thing. The rest of the installation staff ignored the half-painted cinder block and corrugated metal storage building at the far end of the flight line. The building had been used in its previous life for mandatory NATO gas mask training. The perfect environment to train the joint military staff to react to a nerve gas attack and to deliver the emergency responses needed to survive and treat the wounded - all in a simulated environment. The current headquarters underlings are perfectly happy to relegate this new compliance program to the same building - to die a natural death. Not if our fab four can help it though. The installation commander hand-picked these four to solve a real problem - from the ground up. He never addressed them as the fab four in public - but he liked to think of them that way. They used to call him the Mage for Major, but that was a while back. Besides, he has been promoted twice since then - to full Colonel. Now they just call him boss. The installation commander's first test was to delegate the assignment of office space to the mission support directorate. They had their own priorities that did not include giving away valuable real estate. They unlisted the abandoned structure from the condemned building file and reassigned it to the fab four for Project X.

Frank McIntire is a 1974 graduate of the U.S. Air Force Academy, a management consultant, a U.S. Air Force fighter pilot, and an Assistant Professor of Behavioral Sciences and Leadership at the U.S. Air Force Academy. He led USAF operations in Europe and for NATO, as Chief of Operations, Quality Assurance, and the Functional Check Flight branch at Royal Air Force Upper Heyford in the United Kingdom. As Deputy Commander and Deputy Director for Air Force Quality Assurance, Frank directs the efforts of the 80-person global consulting agency for organizational development and business transformation worldwide. As Manager with KPMG Peat Marwick LLP, he led the business process reengineering, organizational development, and business transformation efforts for DoD and commercial clients. In 2000, Frank launched a service disabled veteran-owned small business that has grown to more than $37 million in annual sales at the time of publication. Clients include KPMG and Oracle Corp., the Department of Defense, the Department of Veterans Affairs, the Department of Health and Human Services, the U.S. Intelligence Community, and Alaska Native Corporations providing secure network communications and cyber security for accounts worldwide. Frank earned his Master of Science degree at Vanderbilt University and has developed the secret sauce for implementing operational test program management, and program management for DoD, the Alaska Native Community, the US Intelligence Community, and other commercial and government customers in more than 150 locations worldwide.
