OverviewThe European Union (EU) has recently submitted a proposal for a Directive on the condition of entry and residence of third-country nationals for the purposes of highly qualified employment. This proposal aims to attract highly skilled migrants by granting them an EU Blue Card in order to access EU labour markets without limitations. Comparable in theory to the United States' Green Card which grants lawful permanent residence, the EU Blue Card has a system similar to the Visa H-1B in the United States which grants working visa and gives the holder a freedom to reside and to access the labour market.
