Lastly Ambassador of Madagascar to South Africa and the SADC (Southern African Development Community) based in Pretoria. Has previously worked in the State House (Presidency) in Antananarivo as a Special Adviser to the President in International Affairs and businesses. This position has been preceded by an Ambassadorial post to Germany, Austria and the Scandinavian States. The author has a Doctorate (Dr.-Ing.) in Regional Science from the Technical University of Berlin, Germany, a Doctorate (Ph.D) in Development Studies from the University of East Anglia, Norwich, UK, and a Master of Arts (DEA) in Germanic Literature and Civilization from the University of Paris XII, Nanterre, France. He has occupied diverse positions in both public and private sectors e.g.: Chief of Social Development and International Affairs at the Malagasy Ministry of Planning; Senior Lecturer and Researcher in regional development and international affairs at the Malagasy Institute for Planning Techniques (IMaTeP) in Antananarivo; part-time Lecturer at both the University Marc Bloch, Strasbourg, France, and the Business School (Pole Formation) of the Chamber of Trade, Strasbourg. He has also served as Deputy Director at the Institut Regional pour la Cooperation et le Developpement (IRCOD) d'Alsace, Strasbourg. For the last twenty years the main focus of his research has been put on failures in Africa in general and in Madagascar as a Case study. This includes the search for causes of failures in a triangle formed by development, politics and international affairs / cooperation with a special attention to the way in which such failures could be prevented, adjusted or avoided in the future. One of his working tools is interface analysis which puts the emphasis on the actors (rulers, ruled, development practitioners, people at grass roots, politicians, citizens...): the reason why this book has been written. Political option e.g. Democracy, any economic option, any orientation in diplomacy and international affairs etc. are just taken up to set up the scene. Among his publications we can find Africa of the Donors (2000), The Role of Cultural History in the Explanation of Development Experience in Madagascar (2004). He is member of the Malagasy Academy and publishes for the first time in Malagasy, the national language of the Malagasy i.e. the people of Madagascar: as possible actors, beneficiaries or victims, in short as the should-be first responsible for their own future.
