OverviewTransport economists have long argued for the use of marginal social cost as the basis of transport pricing. However, its measurement involving measuring the marginal wear and tear on the infrastructure, congestion, accidents and environmental costs - is challenging and controversial. The adoption of marginal social cost pricing as the basis of European Union transport pricing policy has led to a major research effort on the subject. This book reports the findings of some of this research, including in particular the largest project on transport pricing funded by the Commission the UNITE project.
