He was a Research Fellow and Director of Research Coordination at the Korean Institute for International Economic Policy (KIEP) in Seoul between 1989 and 1995. He has been a member of the Korean Tariff Deliberation Commission since 1988. Kim has authored and co-authored a number of books and articles including Trade Barriers in the United States (1992), Direct Investment Flows between the United States and Korea (1991), and Long-Term Trends in U.S. Trade Policies (1990), all published by KIEP in Korean.
