What begins as a local crime story becomes a deadly conspiracy involving immigration fraud, political manipulation and a society where the privileged live behind a fortified wall while the rest of the population struggles to survive. The further Tulley pushes, the more dangerous the consequences - for him, Hanna, and anyone willing to challenge the system.
