Kingston Papie Rhodes currently serves as the Chairman of the International Civil Service Commission. Before becoming the Chairman, Rhodes accumulated extensive experience within the ICSC. He was the Executive Secretary of the ICSC from January 2000 to December 2004. In this capacity, he oversaw the management of the secretariat and spearheaded the development of strategic policies for strengthening human resources systems in the United Nations common system organizations. Under his guidance, a new Standards of Conduct for the International Civil Service was adopted by the United Nations General Assembly and a new computerized job evaluation system to support streamlining of the pay system was introduced. His duty also included serving as Joint Secretary to the Panel on the Strengthening of the International Civil Service, a high level group appointed by the United Nations Secretary-General to review the functioning of ICSC.
