In part that is merely because the rulings given in the early cases will have an effect as precedents in the numerous cases which are now pending. It is likely, however, that the jurisprudence of the Tribunal will now have a lasting impact upon the development of international humanitarian law, which may well turn out to be the most important legacy of the Tribunal.'
