He is also Distinguished Fulbright Bicentennial Chair in American Studies at the University of Helsinki for the 2014-2015 academic year. He served as the Judicial Fellow at the Supreme Court of the United States from 1999-2000. He is author of The View of the Courts from the Hill: Interactions between Congress and the Federal Judiciary (2009), and editor of Exploring Judicial Politics (2008).
