Why has the debate on Islam and imam training in the Netherlands-and, more broadly, across Western Europe-persisted for more than four decades? Imam Training and Islamic Chaplaincy in Historical Perspective (1982-1997) Since the publication of the Waardenburg Report in 1982, issues related to Islam, imam training and Islamic chaplaincy have occupied a prominent place on the Dutch public and political agenda. In the decades that followed, numerous studies, policy reports, parliamentary debates, conferences and media publications approached these questions from a wide range of perspectives. Despite these sustained efforts, more than forty years later the debate on Islam, imam training and Islamic chaplaincy continues, both within government circles and among segments of Muslim communities. This enduring discussion reflects a deeper structural tension within Western European models of religious governance, where institutional ordering and societal pluralism remain difficult to reconcile, while constitutional frameworks, public expectations and the internal diversity of Muslim communities continuously intersect. Drawing on unique archival documents, policy materials and historical analysis, this book reconstructs the development of the debate on Islam, imam training and Islamic chaplaincy in the Netherlands from the 1980s onwards. At the same time, it situates these developments within a broader Western European context, demonstrating how political ambitions, societal tensions and an institutional vacuum gave rise to independent initiatives that gradually shaped the contours of Islamic higher education, culminating in the establishment of the Islamic University of Rotterdam (IUR) in 1997.
