Since October 2011, he occupies the post of Legal Manager at the Secretariat of the Council of Bureaux in Brussels. Frits Blees was the Managing Director of the Dutch Guarantee Fund and Green Card Bureau since the early 1990s, until his retirement in 2017. In his professional capacity, he has been active within the Council of Bureaux as a member and chairperson of various Committees and Working Groups. He holds a PhD degree from Erasmus University Rotterdam. The authors of this book are or were closely involved in the daily activities of the Council of Bureaux.
