Overview

Today's Joint Force faces myriad complex issues: global security challenges, fiscal austerity, a shrinking force structure, and the transition / reintegration to civilian life of approximately one million Service members over the next five years, among others. Accordingly, it's imperative that we encourage commanders at all levels to find innovative ways to accomplish the mission in the face of these challenges. Now, more than ever, we need leaders who are practiced in the art and science of mission command. Mission command, defined simply, is The conduct of military operations through decentralized execution based upon mission-type orders. Joint Publication 3-0 states that Successful mission command demands that subordinate leaders at all echelons exercise disciplined initiative and act aggressively and independently to accomplish the mission. 1 As implied in the name, the commander is the protagonist.2 It is imperative that commanders quickly assess their environment, identify opportunities, and then seize the initiative to act decisively in order to accomplish the mission. Mission command, however, is not limited to military operations within a theater of war. Mission command is exercised daily at multiple levels at installations around the globe. The purpose of this paper is to highlight a few examples where installation commanders have exercised mission command to enable their service members' successful transition and reintegration back into civilian society. Specifically, it illustrates cases where installation commanders, in coordination with their respective staff judge advocates, have established nonbinding agreements through the use of memoranda of understanding (MOU) with community partners to better support service members or enhance mission accomplishment. While these agreements can cover the full spectrum of services, these MOUs are particularly timely and beneficial in supporting the transition and reintegration of service members back into civilian communities. Several innovative examples of MOUs follow.
