The Chinese Academy of Engineering (CAE) is the most respected academic institution in the Chinese engineering science and technology community and the first pilot national high-end think tank. Its tasks include addressing major strategic questions concerning the development of the national economy, society and engineering science and technology and the construction of a think tank that has an important influence on national strategic decision-making in the field of engineering science and technology. The wave of informationization characterized by digitalization, networking and intellectualization is on the rise. Information technology is continually changing, with further integration into social production and life. It is profoundly changing global economics, politics and security, and as a result, information and electronic engineering technology has become the field with the most active innovation, the most widely employed applications, and the greatest effects throughout the world. To provide better consultation regarding electronic information in development strategy research on engineering science and technology, innovation systems and their mechanisms, and integrating advantage resources, the CAE, Central Network Information Office, Ministry of Industry and Information Technology (MIIT) and China Electronic Technology Corporation (CETC) jointly established China Electronics and Information Strategies (referred to as the center) in November 2015.
