He is also an honorary professor at Madras School of Economics, Chennai, India, and was a member of the Advisory Council to the 15th Finance Commission of India. He was also a professor of National Institute for Public Finance and Policy (NIPFP), Delhi, India, and has published many books including ‘Development and Public Finance: Essays in Honour of Raja J.
