From the PREFACE. At the close of the civil war a circular was addressed from the Office of the Commissary General of Subsistence to the various commissary officers who had seen service during that war, requesting reports concerning the duties which they had performed, the methods adopted in executing the same, and any recommendations they might see fit to make, the purpose being to collect thorough information concerning the operation of the Subsistence Department during the civil war. Such reports are of the greatest value, as they make it possible to make a complete study of that war, and from the same to evolve a system which would be applicable in any future war. To enable officers to make a study of these conditions, these reports are published in full, and no alterations or eliminations have been made in them.
