This paper focuses on the relationships between the financial side and the real side of housing and real estate markets in developing and transition economies. Among the many reasons for such a focus are the following: Real estate is the great majority of the tangible capital stock, and housing is the great majority of real estate stock (see figure 1, from Ibbotson et al., 1985.) Efficient and equitable deployment of this stock is an essential precondition of development.
