Author Information

Mirko Pečarič graduated from the College of the Interior in Ljubljana in 1995 after finishing high school. He obtained a Master of Science and a PhD from the Faculty of Law at the University of Ljubljana in 1998 and passed the national law exam in 2002. In 1998, he began his internship at the Office for Administrative and Home Affairs within the Ministry of the Interior. From 1999 to 2004, he worked as an independent criminal investigation inspector at the Department for Organised Crime in the Ljubljana Police. From 2004 to 2007, he was employed at the National Council of the Republic of Slovenia as the Commission for State Affairs' secretary and then as the Head of the Legal Department within the National Council. While serving as the General Secretary of the University of Ljubljana, he became more involved in the field of higher education. In 2009, he was appointed as an Assistant Professor in the field of administrative law and public administration. In 2013, the Government of the Republic of Slovenia appointed him as the State Secretary at the Ministry of Education, Science and Sport. So far, he has taught courses in Administrative Law, Public Services, Introduction to Law, and the Theory of Public Administration. Since 2021, he has been serving as the full professor and dean of the Faculty of Public Administration. He has written a series of legal opinions and requirements for assessing the constitutionality of laws. He is also the author of six monographs and numerous scientific articles.
