The Duke of Newcastle, until July, 1860, seemed unconscious. Parliament slumbered. Not since April, 1854, had New Zealand papers been presented. In July, 1860, they were again laid on the table. The Duke wrote that he could not hold out any hope that it would be possible to increase permanently the present military force; sent out four silver-headed sticks to be given by the Governor to chiefs, 1 and started on a tour with the Prince of Wales to the United States, leaving Sir G. Corne wall Lewis and Mr. Chichester Fortescue to sign documents until his return. The former of the two brought a judgment to bear which the Duke had wanted. He saw danger. Mro Richmond's celebrated but (as he called it) able and interesting memorandum shocked him as it had shocked Sir W. Denison. Her Majesty's Government had very carefully considered the case, and were not prepared to meet Mr. Richmond's wishes. A policy which requires the continual presence of a large force carries, in most cases, its condemnation on its face.
